                                                  HISTORY OF THE RIBCCDP

The RIBCCDP filed Articles of Incorporation with the state of Rhode Island in June 1988.  Application with the
Internal Revenue Service for 501 C (3) status was applied for in December 1989 and approved March 1990.

In 1989 through 1992, the RIBCCDP Board consisted of 17 directors working or interested in the chemical
dependency field.  Of the 17, ten had to be certified, one seat represented MHRH and one seat represented
RIAADAC.  In 1992, the composition of the RIBCCDP changed to reflect the inclusion of Prevention
Professionals and Student Assistance Counselors with a total of 25 directors: 15 treatment, 4 Prevention, 4
Student Assistance Counselors, 1 RIAADAC & 1 MHRH.  With the change of the configuration of the RIBCCDP,
the composition would be reviewed annually to insure that a proportional percentage of each discipline be
represented.   By 1995 the RIBCCDP composition was Treatment 13, Prevention, 2, Student Assistance 2,
RIAADAC 1 & MHRH 1. On June 5, 1999 an additional seat for DATA was unanimously approved by the
RIBCCDP increasing the configuration to 19 directors.  In 2005, the configuration was changed to a total of 13
directors: 6 Treatment, 2 Prevention, 1 Student Assistance Counselor, 1 Certified Criminal Justice
Professional, 1 Co-Occurring Disorder Professional, 1 appointed seat for DATA and 1 appointed seat for
MHRH.  The Selection Committee has met every two years since 1989.  Up until 2005 the Selection Committee
consisted of 9 individuals: 3 representatives from RIBCCDP, 3 representatives from RIAADAC & 3
representatives from DATA. The Selection Committee did not meet in 2001 & 2003 due to a possible merger of
the Licensing & Certification Board.  On June 4, 2003 the RIBCCDP was contracted by MHRH to provide all
administrative procedures of licensing.  In 2005, the configuration of the Selection Committee was changed to
one representative from RIBCCDP, 1 from DATA, and 1 from MHRH.  This past Selection Committee consisted
of: RIBCCDP – Johanna Rylands, MHRH – Ian Knowles, & DATA - Judy Taylor.  All seats were filled.

In 1989 the RIBCCDP applied for and was awarded membership in the ICRC/AODA with the credentials ACDP
& CDCS.  Individuals holding a credential as a certified alcohol counselor or a certified drug counselor was
able to grandfather into the ICRC/AODA’s reciprocal AODA credential.  Since the initial application for ACDP &
CDCS with the ICRC/AODA, the RIBCCDP has developed and implemented the following credentials
approved by the ICRC/AODA:
Prevention Professionals: 1994 (no grandfathering)
Advanced AODA – 1999 (90 day grandfathering)
CCJP – 2005 (90 day grandfathering)

Since initial application to the ICRC/AODA, the RIBCCDP has remained a member in good standing.  Every
two years, every credentials’s application and recertification application must successfully pass compliance
review with the ICRC/AODA’s Standards Committee.

The RIBCCDP continues to be an active participant of the ICRC/AODA.  Sandra DelSesto was elected as the
Secretary of the ICRC/AODA in October 2006; Lee Dalphonse is currently the Co-Chair of the Co-Occurring
Disorder Committee whose task is to develop standards for this credential.  RIBCCDP's Administrator is a
member of the Administrator’s Committee as well as the Business & Operations Committee.  For each
reciprocal credential that a member board holds, that is the number of votes that can be cast regarding the
operations of the ICRC/AODA.  At present, Rhode Island has 5 votes.
    At the present time, the RIBCCDP credentials the following individuals:

LCDCS - 48 active, 3 expired
LCDP – 313 – 309 active, 2 suspended, 2 revoked
CDP – 22 active
CIT – 26
SAC – 40
Prev – 5
RCS – 94
CCJP – 60

The total individuals serviced are 611.  In 2006 the RIBCCDP certified/licensed 24 individuals, in 2005, 90
individuals (which included 60 CCJP transitions), and 2004, 28 individuals.

The RIBCCDP administers the ICRC/AODA written examination quarterly on specific dates mandated by the
ICRC in March, June, September and  December.  Upon successful passing of the written examination,
applicants must attend a MANDATORY 2.5 hour workshop in preparation for their Oral Examination.  Once
attended, applicants are required to submit a Case Presentation and may schedule a date to take their Oral
examination with 3 CPM Evaluators or through the alternative method adopted by the ICRC/AODA.  
In 2005, 12 applicants took the ICRC/AODA written examination, 8 passed (76%), 4 failed (33%), 3 applicants
took the ICRC/AODA – Master’s Level written examination, 3 passed (100%).  In 2006, 15 applicants took the
ICRC/AODA written examination, 10 passed (67%), 5 failed (33%).  1 applicant took the ICRC/AODA – Master’s
level written examination and passed (100%).  2 applicants took the ICRC/AODA Clinical Supervisor written
examination, 2 (100%) passed.  One applicant took the ICRC/AODA – CCJP exam and failed.
In 2005, 28 Oral Examination were administered, 82% passed, 18% failed.  In 2006, 8 Oral Examination were
administered, 75% passed, 25% failed.

In 1989, the RIBCCDP was located on 84 Broad Street in Pawtucket, moved to 345 Waterman Avenue in
Smithfield, RI in 1992 and are now located at 31 Smith Avenue - 3 Rear, Greenville, RI in September 2007.  
There is one full time  Administrator who has been with the RIBCCDP since April 1, 1990.  Office hours are
Monday through Friday from 7Am to 2PM.  Individuals interested in stopping by the office are advised to call first
to ensure that the Administrator is available and not performing Board business out of the office.  The
RIBCCDP has a liaison seat on the RI Licensing Board, is currently involved with the ATTC’s Workforce
Development Task Force, and is the Investigatory Agent for the RI Licensing Board.

In 2005, the RIBCCDP designed and launched a comprehensive website – www.ribccdp.com.  Requirements
for every credential offered are available along with forms for download, links to continuing education,
substance abuse organizations, lists of all RIBCCDP credentialed individuals which include dates required to
submit continuing education, RIBCCDP Board Members, Complaint Procedures, and a contact link.  This
website is updated on a monthly basis or whenever necessary to keep our constituents informed.  
As of October 2006, the RIBCCDP has provided in-services to agency employees relevant to the requirements
of certification/licensure. As of February through June 2007, the RIBCCDP has scheduled one-hour monthly
informational trainings at the Drug & Alcohol Treatment Association.
