The RIBCCDP filed Articles of Incorporation with the state of Rhode Island in June
1988.  Application with the Internal Revenue Service for 501 c (3) status was
applied for in December 1989 and approved March 1990.

In 1989 through 1992, the RIBCCDP Board consisted of 17 directors working or
interested in the chemical dependency field.  Of the 17, ten had to be certified, one
seat represented MHRH and one seat represented RIAADAC.  In 1992, the
composition of the RIBCCDP changed to reflect the inclusion of Prevention
Professionals and Student Assistance Counselors with a total of 25 directors: 15
treatment, 4 Prevention, 4 Student Assistance Counselors, 1 RIAADAC & 1 MHRH.  
With the change of the configuration of the RIBCCDP, the composition would be
reviewed annually to insure that a proportional percentage of each discipline be
represented.   By 1995 the RIBCCDP composition was Treatment 13, Prevention, 2,
Student Assistance 2, RIAADAC 1 & MHRH 1. On June 5, 1999 an additional seat for
DATA was unanimously approved by the RIBCCDP increasing the configuration to
19 directors.  In 2005, the configuration was changed to a total of 13 directors: 6
Treatment, 2 Prevention, 1 Student Assistance Counselor, 1 Certified Criminal
Justice Professional, 1 Co-Occurring Disorder Professional, 1 appointed seat for
DATA and 1 appointed seat for MHRH.  The Selection Committee has met every two
years since 1989.  Up until 2005 the Selection Committee consisted of 9 individuals:
3 representatives from RIBCCDP, 3 representatives from RIAADAC & 3
representatives from DATA. The Selection Committee did not meet in 2001 & 2003
due to a possible merger of the Licensing & Certification Board.  On June 4, 2003
the RIBCCDP was contracted by MHRH to provide all administrative procedures of
licensing.  In 2005, the configuration of the Selection Committee was changed to
one representative from RIBCCDP, 1 from DATA, and 1 from MHRH.  

In 1989 RIBCCDP applied for and was awarded membership in the IC&RC with the
credentials ACDP & CDCS.  Individuals holding a credential as a certified alcohol
counselor or a certified drug counselor was able to grandfather into the IC&RC's
reciprocal AODA credential.  Since the initial application for ACDP & CDCS with
IC&RC, RIBCCDP has developed and implemented the following credentials
approved by the IC&RC:
Prevention Professionals: 1994 (no grandfathering)
Advanced ADC – 1999 (90 day grandfathering)
CCJP – 2005 (90 day grandfathering)
CCDP & CCDPD - 2008 (90 day grandfathering)

Since initial application IC&RC,  RIBCCDP has remained a member in good
standing.  Every three years, every credentials’s application and recertification
application must successfully pass compliance review with IC&RC’s Compliance
Committee.

RIBCCDP continues to be an active participant of IC&RC.  Sandra Del Sesto was
elected as the Secretary of IC&RC in October 2006; Lee Dalphonse is the Co-Chair
of the Co-Occurring Disorder Committee whose task is to develop standards for this
credential.

At the present time, the RIBCCDP credentials the following individuals:
CDCS, ACDP II, ACDP, PCDP, SAC, CPS, ACPS, CPSS, RCS, CCJP, CCDP, CCDP-D
